You can create scrolling contain using the Section (container) element. Place content into a Section and configure the scroll settings in the Settings panel.
Wrap existing elements in a container
If you already have elements on the page, you can right-click to Arrange > Wrap in a container. The resize the new container to be smaller than the original contents. The contents should scroll within the boundary of the outer container:
